The Saskatchewan Ministry of Highways and Infrastructure retained Associated Engineering as “Owners Engineer” to manage the Regina Bypass Project.

The Regina Bypass comprises 60 kilometres of multi-lane freeway with 12 interchanges and over 35 structures. The Bypass ITS infrastructure includes:

  • Traffic Data Counters (microwave)
  • CCTV cameras
  • Variable Message Signs (VMS)
  • Road-Weather Information Systems (RWIS)
  • Traffic signal controllers
  • Commercial vehicle “pre-screening” stations (PSS) including weigh-in-motion
  • CCTV
  • Licence plate readers
  • A wireless network integrated with fibre
  • Data Management Centre (DMC)

AE prepared the relevant sections of the project agreement for ITS for design implementation, operation and maintenance.

In 2012, the Province of Saskatchewan launched a Planning for Growth Initiative that identified the Province would grow to a population of 1.2 million by the year 2020.  The Saskatchewan Ministry of Highways and Infrastructure has since embarked upon the planning and delivery of the Regina Bypass Project to support the Growth Initiative.

The project involves combining the Province’s initiatives and further developing the functional plan for the delivery of a free flow highway corridor through the Regina Region that will consist of approximately 500 lane-km of highway and service roads, 12 new grade separated interchanges, two of which will be high speed service interchanges.

As Owner’s Engineer, Associated Engineering led a multi-discipline team that completed a comprehensive functional plan in 11 months, to support development of the P3 business case which allowed the project to proceed on schedule. To achieve this, we assembled a team of over 100 in-house, multi-discipline staff, as well as subconsultants for geotechnical and materials engineering and design support.
