The Saskatchewan Ministry of Agriculture – Irrigation Branch (the Ministry) contracted Associated Engineering to assess the existing condition of the East Side Pumping Station (ESPS) located near Gardiner Dam on Lake Diefenbaker, and develop an Asset Management Plan (AMP) that will allow the Ministry to review the pump station’s future functional viability and sustainability.

The ESPS was constructed in 1967 at Gardiner Dam on Lake Diefenbaker. The pump station provides water to the Saskatoon South East Water Supply system (SSEWS) and South Saskatchewan River Irrigation District (SSRID). The system is comprised of over 500 km of canals, five reservoirs, and provides water for numerous end-users, such as recreation, wildlife, industry, urban and rural domestic water and irrigation. The responsibility of ownership for the pump station was transferred to the Ministry in 2002.

Project Highlights

As part of the AMP, an inspection of the ESPS facility was conducted to determine the current condition of the facility at a component asset level. Engineers evaluated the pumps, intake, pipeline, outlet, building structure, and the electrical and mechanical equipment. On-site, the discipline specialists reviewed the age, current condition, operating status, and individual criticality of components, and gathered further information in relation to potential remedial measures required for each asset. Technical assessments were completed by each of the disciplines to supplement the information presented in the formal rating systems and the AMP.

The AMP provided the Ministry engineering guidance, via a planning tool, for rehabilitation planning and O&M activities for the ESPS and its major ancillary components. Through the assessment of the facility, a prioritized list of items was identified that need to be addressed, in both the short-term and long-term. The AMP provides the Ministry overall replacement needs in relation to component asset age, service life, criticality and current condition, which will assist in the overall management of the facility.
