The City of Port Coquitlam engaged Associated Engineering to conduct a detailed condition inspection and develop a maintenance program for the Coast Meridian Overpass.
The primary objective was to protect the public investment in this landmark structure and ensure its continued safety and serviceability. Associated’s role was to verify the condition of the bridge, identify any defects that could impact public safety or serviceability, and generate a management plan to minimize capital spending while extending the structure’s serviceable life.
To conduct the inspection, we used the BC Ministry of Transportation and Infrastructure’s bridge rating system along with the DRU Rating System (Degree, Relevancy, Urgency). This combined approach allowed for a comprehensive assessment of the bridge’s condition and a risk-based prioritization of maintenance and rehabilitation work.

Special access equipment, including snooper trucks, rope climbing techniques, and confined space entry, was employed to ensure all components were inspected thoroughly. Non-destructive testing of the pylons and bridge stays was also completed.
Understanding the structure and the challenges associated with accessing every single component was essential. We reviewed previous reports to help develop the inspection plan and determine key elements to be inspected. Communication with subcontractors and subconsultants was vital when planning the inspection. We also reviewed all safety risks and ensured everyone had the right training for their tasks.
